Picture Tool Bar

Text wrapping options are grayed out after inserting a
picture, either from a file or clipart. I have tried
uninstalling & reinstalling Word and the entire Office
2003 suite, but the problem has not gone away.

I am desperate.

You have probably inserted the graphic In Line. Just double-click the
graphics (it will open the Format Picture dialog) and select In Front of
Text or one of the other wrapping options).
