Picture Toolbar

In Microsoft Word 2004, there was a picture toolbar or something
similar which had a "lasso" tool and "magic lasso" tool. Are these
still available in Word 2008? If yes, where?

Sorry, but those tools are gone. You'll have to use other software to edit
image areas as a "trade-off for the new array of effects which are included.

You're not the only one who misses them so you may want to submit your
comments via Help> Send Feedback... Perhaps comparable tools will be added
in the future.
