Picture Tools doesn't show up in ribbon bar

When I paste a picture into a new email, the Picture Tools don't show up
across the top, allowing me to crop the image I just pasted into a new mail
message.

I just got a new computer and installed Outlook 2007, but I'm thinking maybe
I forgot to install a certain piece, which is stopping this from showing up?

Try doing it this way:
Right-click on the picture. Choose "Send to" - Mail recipient. Then you will
be given the opportunity to re-size the picture.

Nope, that doesn't work. I think it's more something didn't get installed,
just not sure what.
