Picture Tools in Word 2007

Sometimes when I insert a picture into Word 2007 I get one set o
Picture Tools (including Picture Effects). Other times I get a differen
set of Picture Tools (no Picture Effects). As far as I know, I am no
inserting a drawing canvas at the same time

It sounds like some of your documents are in compatibility mode and others
aren't. You get different ribbon offerings depending on whether you're
dealing with a .docx file or a .doc file. Tools include Picture Effects in a
..docx file. You will not get them in a .doc file.

Thanks Herb - you were right - saving as a docx reveals the correc
Picture Tools. However, when I open Word it is already in Compatibilit
Mode - do you know how to change this

Already checked that. It is set to save as a .docx. It says - save file
in this format - Word Document (.docx) - then still opens as working i
compatability mode

I saw your problem once before. It was due to the unexplained presence of a
registry setting that usually does not exist. You might check this article
and then see if reversing the setting in the registry (assuming it exists)
fixes the issue:

It can also happen if you're creating documents based on a .dot template
rather than a .dotm or .dotx template. However, that would require some kind
of conscious choice, and your questions suggest that that's not the case.
