pictures not loading on web site

Using Publisher 2003 I created a 4 page website. Loaded using Publisher's FTP
process. Pages one and two are lovely. Pages three and four show x instead of
most pictures. Two photos did load on page four and one photo on page three.
The photos are embedded. All photos were added using the same procedure. I
can find no difference between photos on pages one and two and photos on
pages three and four - except they don't show up on pages three and four.
help?
