Pictures not showing in Microsoft Outlook 2003

I have a few users who cant see the pictures on emails using Microsoft
Outlook 2003. They dont even have the red x showing, where the pictures
should be is just white and blank.I have searched and searched for the answer
and tried several common things,but this is still an issue and I have no idea
why this is.Could you help please. Dave
