Pictures On Report - Photo Editor Measurements Do Not Make Sense

Hello. I need to resize many photographs for an Access report, but I
do not understand the measurement system used by Microsoft Photo
Editor. The Resize menu has two dimensions (width and height), along
with a drop box for choosing the type of measurement (inches, pixels,
centimeters).

I want to resize photos to 2.5 inches high and I did set the dialog
box for inches. However, typing in 2.5 will yield a HUGE photograph.
Evidently there must be something else going on... what am I missing?

Size the Image control to the same dimensions as those of the original
Image. Set the SizeMode property of the Image control to ZOOM.
