pictures on top of text when publishing to the web

I have converted my publisher document to the web.
I have several areas in which I have a text box (with text in it), and a
picture on top of that, with the picture frame properties set so that the
text should wrap around the picture.
When viewed in publisher (or printed), the text flows around the picture
nicely.

However when viewed on the web, the picture ends up on top of the text
(blocking out some of the text so that it can't be read).

Is there some special format setting that I must use in publisher to get the
text to wrap properly on the web? Or should I just avoid doing this
altogether since it doesn't look right on the upload?

This version and version 2002 do not support text wrap on images with web
publications. This is documented on my site and in the Microsoft KB.
