Pictures won't open in emails unless I save them.

I can't open pictures that are attached as emails anymore. When I click on
the attachment, a program called Microsoft Picture Manager starts up. Then
the program asks me if I want to open or save. If I select open, the picture
won't open. If I select Save, it will save. But then I have to go to the
file that I just saved to open it. This is really frustrating. Does anyone
have any ideas why this is happening and how I can get around it.
