Pictures

Hi

I have a form that i want to include pictures. Although
the pictures i want to include are located in a folder
within the data for my website.

Is there anyway of being able to load the pictures in the
database when connected to the net. When not connected it
doesnt display the picture. I know you can insert
pictures using a file name and location but can you use it
via the web.
