pixel settings

Is there a way to make a form open with the same size
(appearance/scale) if other users have their screens on a
different pixel setting? I have a form, with command
buttons only (switchboard?) that was developed to fill the
screen using my setting of 800x600 but some users keep
their's at 1024x768, resulting in the form appearing much
smaller.
