How do I change a jpeg image so it does not exceed 1000 X 1000 Pixels and is
not more than 140 kb? This is for a web page.

With an image editor...like Photoshop, Paint Shop Pro...and a zilllion
others.
Freebie: IrFanview is excellent if you don't have a full-fledged image
editor...its a great tool to have anyway so download it.
