pjdbcomm.dll blocked

Hello,

I am attempting to setup MS Project Server 2003 with MS
Project Pro 2003. I followed the
configuration/installation for both Project and MS Portal
Server 2003. Both are setup on a Windows 2003 Enterprise
Server. All seemed to go well, I can hit the Project
Server web interface from a remote pc and perform admin
tasks without errors, however when I try to connect to the
server from project, I am getting the following error:
The following file(s) have been blocked by the
administrator: /isapi/pjdbcomm.dll

I checked the file permissions and all users have
read/read&execute on the file and full permissions on the
isapi directory. I tried to search the help and could not
find an error for this. Can anyone elaborate on this to
tell me what I am doing wrong?
