Placed image in header is blurred when it prints

I have placed a logo as the header and address, etc in the footer. I have
placed the logo as a jpeg, maximum resolution, and have tried to place an
eps, the image is blank. The problem is a very blurred and pixelated image
when it prints out. I have tried in <Format Picture> <Compress Picture> to
change from "Change Resolution: Print; Resolution 200 dpi" to "No Change" and
deselect the "Compress Pictures" tick box, but makes no difference. Indeed,
when I open this box again it looks the same. Any ideas?
