plain text Word 2003 differs from previous version

when sending plain text (formerly text only) work to newspaper employer,
blanks appear for commas when Windows default is choice; ? for apostrophes
when ASCII or MSDOS are choice. In previous version of Word, there was no
problem. What's causing this and is there a fix? What changed? (We have to
transmit in text; newspaper system won't accept Word doc through this method
of transmission.
