Planning a meeting, appointment subjects visible

Hello,

When I setup a meeting using Outlook 2000 or 2002 (Exchange 2000
Server environment), and I select two invitees I see two different
behaviors as far as their availability is concerned. With Invitee#1,
I see the blue bar for the time they have a meeting scheduled already
and if I right-click (OL2000) or float my mouse over the bar (OL
2002), I can see the title of the appointment. For Invitee#2, I see
the word "Busy".

I hope that makes sense, if not, please let me know and I'll try to
clarify what I mean. I want to change Invitee#1's configuration so
that his appointments show as "Busy" and don't show the titles. But
he doesn't want to have to mark all his appointments as Private. I'm
trying to duplicate the behavior of Invitee#2's calendar.
