Playing a soundfile automatically

Is there a way I can get a soundfile to be played automatically when a
document is opened?

The enquiry is for a friend who wants to send a word document to his
local council regarding noise abatement, probably via e-mail. He'd
want to embed the sound file in the word document if possible.
