We have been trying to set up SharePoint server access as something we can
reach from the Internet, but it doesn't seem to work.

Here is what we did...
In Project Server 'admin' on the 'manage windows sharepoint services' page,
it asks for URLs to SharePoint Central Admin and 'create sites under this
SharePoint URL'. We tried to put a FQDN in here (i.e.
http://gpsproject.globalparadigmsolutions.com:22114), all we get is an error
telling us that Project Server cannot connect to SharePoint.

I'm beginning to think that we can only use an Intranet address as opposed
to an Internet address. I have everything else working well but this last
issue.

So...could someone please tell be if I right on or on the wrong track.

If you're using MSPS 2003 there is a place on the page you mentioned to add an extranet address. Did you try to enter the FQDN there?
