Please help me solve my 2000 --> 2003 upgrade .PST issues

I built a new PC and installed Office 2003 on it. In an effort to keep my old
Outlook 2000 data, I closed Outlook, copied the 2000 outlook.pst to the
location on the drive where Outlook 2003 keeps this file (overwriting the 2003
version), and opened up Outlook 2003.

All seemed fine initially: there were all my emails, contacts, and tasks. But
there are strange problems: Redundant "Personal Folders" and "Contacts"
buttons on the left hand side, and when I try to access my contacts from
either the rules wizard or from MS Word, I get an error message saying that
there is no Contacts folder.

I figured I went about things wrong and tried deleting the outlook.pst file,
restarting Outlook 2003, and using the import wizard. Same result.

After reading some posts here, I tried deleting the Outlook profile on the
Mail applet from Control Panel, then restarting Outlook, creating a new
profile, and importing the old 2000 outlook.pst file once again. This fixed
the redundancy problem, but not the Contacts problem.

Additionally, now my Rules option under the Tools menu has disappeared.

Please help me before the rest of this Twilight Zone episode as allowed to
unfold.

I have had the same exact problems with moving outlook 2003 to outlook 2003 from one computer to another. The problem occurs when the main pst file is moved (there is no problem with copying just mail pst files and then opening them in the new computer from outlook) and worse when other setting files are copied as well.
Import is safe but use the same file names and don't allow duplicates; doing import after the fact like you have done does not solve the problem
The fastest way I found out is the following (I am assuming that you have the outlook on the first computer still)
(1) Check that your otulook 2003 is installed the same way as your 2000
same drive letter, and same location of outlook files in the two forlder
docs and setting\<use_name>\application data\microsoft\outlook an
docs and setting\<use_name>\local settings\application data\microsoft\outlook
If not then just move the pst files to match the 2000 version location
replace the main outlook pst by the 200 version (other pst files can stay the same); if you read new mail, just move
the new e-mails to another pst fil
(2) Close all office applications on both computers; use save my settings in the office 2000 tools and copy the resulting
OPS file to the new computer. Now use save my settings on the new computer and to import the previous office seetings

The above should work and also copy user accounts, rules and tool bar settings if you customized them, but notice that the settings of other office applications will be copied as well.
One problem that I have is that I don't know how to copy the saved passwords
Caution: if you have pfbackup add-on installed on the 2000 and/or the 2003 I suggest that you uninstall both before the setting transfers and then install it again when all works fine (by the way, copying the pst files is exactly the same as the the pfbackup functionality)
