PLEASE HELP! Outlook 2003 hangs at 11.9 kb when downloading messa

I am running xp pro with office 2003 and my recieving of email is getting
frustrating. 95% of the time the statis of my download will stop at 11.9kb
and time out. I have the time out setting at 10min already and I have tried
creating a new .pst file. I am not running exchange server. I have tried
turning off all of my McAfee services with no change. It seems like Outlook
gets stuck in a 127.0.0.1 loop but I can' t find where that can be changed.
All of my account data is good and have tried creating new profiles. I have
posted questions before with no response on this group and my ISP and McAfee
tech support has not been helpful.

I had at one point been able to trace the connection with McAfee, and every
no and then through this whole ordeal, the pop3 address for my mail account
turns into 127.0.0.1. But there is a new and even better problem that has
occured today - Outlook is not giving me an option to send/receive and does
not recognize accounts (I have re-created them several times). I have
uninstalled and reinstalled Office, downloaded all the updates.

Aha, in that case we can easily point at McAfee. You've got it setup in such
a way that McAfee acts as a sort of mail proxy so it can scan your e-mail
for viursses. In this case Outlook is no longer responsible for setting up a
connection to your mailserver but McAfee. Check the McAfee documentation on
how you can disable this integration. The whole integration is redundant
anyway; it doesn't provide an extra level of security. Default Outlook
security features and your on-access virus scanner are sufficient.

Well, I have unistalled McAfee completely at the beginning of all this (and a
couple of times since) and there was no change. Also, I have been forced to
use Outlook Express and it is not configured with McAfee and it does the same
thing. AND I still don't have the option to send/receive in Outlook. But, I
will once again unistall.

I have figured out the no "send/receive" problem, but still have the hanging
issue.
