Please help tcp/ip connection error, cannot send email in outlook 2000

I've got an acer windows xp professional with sp2 in a small business
setting, my computer keeps returning the following error:

a tcp/ip error occurred while trying to connect to the server, error #
0x800ccc15

Here is what I've tried:

1. At first notice of error I rebooted my computer
2. Sending worked fine for about 20/30 minutes then the error started
returning again
3. I checked the other computers in the network with same smtp/
outgoing connections and the setup/configuration on outlook appear to
be exactly the same

4. Research shows that perhaps one of the 3 issues is causing this:
a - Virus protection - I turned to off/removed email scan settings -
no solution
b - Firewall - I disabled the firewall - no solution
c - Router - havent done anything here, not sure what to do, we're
set up to auto assign an IP address and it's my understanding that if
one cpu connected to it is working then all should work

Go into your mail settings to see what your outgoing mail (SMTP) server is.
Once you have this:

- Open a command prompt (Start -> Run -> cmd)
- Type: telnet host.domain.com 25 (where host.domain.com is whatever
your outgoing mail server is) and hit Enter.
- If all is well then the screen will refresh with some sort of welcome
banner at the top.

If you are unable to establish an SMTP connection in this manner, then it is
likely either an antivirus or firewall issue (as you removed Outlook from
the equation). Both of these applications are designed to prevent
unauthorized activity into and out from your computer.

In my experience I've even had to uninstall antivirus and/or firewall
software to fully disable it. In the case of antivirus software this was
rare, but there were a few times I've had to have customers do this, as just
disabling it in the software wasn't doing the trick.

If other computers on the network can connect fine then there's nothing you
should have to do on your router.
