please wait while Windows configures Microsoft Office OneNote 2007

I just installed OneNote on a new laptop and a few times a day I got a pop-up
messages stating please wait while Windows configures Microsoft Office
OneNote 2007. After about 30 seconds I receive a 2nd pop-up stating that The
configuration changes made to Microsoft Office OneNote 2007 will not take
effect until your computer has been restated. Would you like to restart now?

I have restarted but the pop-up still comes back.
I have removed onenote and reinstalled it but the pop-up still comes back

Does anyone have any suggestions on how I can finally get rid of this pop-up

Did you upgrade from a previous version, or possibly have any other Office
2003 programs still installed?
