Pleast Wait Message when sending or replying to emails

It's a new dell vista sp1 laptop. New installation of enterprise 2007. No
previous office installed.

Initially I was getting the "please wait while windows configures" message
when opening any office product including Outlook after the initial install.
After some research I found a post that suggested reinstalling the windows
Installer 4.5 so I did. Now I can open Outlook without getting the
"configure" message and can read emails fine but the minute I reply to an
email or press SEND/RECIEVE I get the "please wait configure" message again.
Any ideas? Already uninstalled and reinstalled office. User is admin.

Sounds like something has damaged the installer of Office or one of the
installed add-ins.
Does this also happen in Outlook Safe Mode?
Start-> type; outlook.exe /safe
