I've picked a plotter and set a custom page size and when I get back to the
page set up dialog box it reverts to an 8 1/2 x 11 page. I can't get it to
keep a large page.

Close Visio, and set the desired custom page in your plotter driver. Then
open Visio - the custom page size should function.

Visio's page set up settings do not get picked up by some printers, and so
they reset the settings after you close the dialog. Setting it from the
driver is the work around.
