Hi Shafeeq,
Consider adding a task assigned to the resource manager/s (as a team
assignment if necessary) to the project templates. The resource managers will
then get a project task for assigning resources to the project and can report
the task as complete when the assignments are done.

There is a method of accomplishing this using category and group
permissions that you can Google. There are a couple of simpler
solutions also. I assume in my response that you want the project
managers to make an assignment so that they can plan the project and
tasks correctly. You don't, however, want them to make assignments of
actual people (Enterprise Resources).
1. Use project templates and include your list of Generic Resources in
the template. Give the Resource Managers the "Assign Resource"
permission and don't provide that permission to t he Project
Managers.

2. Create an RBS and use the RBS and Category settings to give your
Resource Managers access to their resources, while providing your
Project Managers access to the Generic Resources Only.
3. Make it a training and performance issue that PM's only use Generic
Resources.
When all is said and done, the Resource Managers will open the project
schedule created by the Project Manager and then replace the Generic
Resources with the Enterprise Resources using the Build Team from
Enterprise function or the Assign Resources function.
