PM to create new projects but not to save to server

Hi,

I want PMs to create a new project with MS Project Pro and build a team with
the build team feature. But I don't want them to be able to save the project
to the server, only MPP files.

My Organization permissions:

Assign Ressources allowed
See enterprise ressource data allowed
Save Project denied

Global permissions:

Build team on new project allowed
New project allowed

MS Project doesn't let me build the project team. What do I miss?
