Pocket Excel colection of data

I would like to collect data in a small town of water use.
This with EXCEL to generate data strings for download into
water system software. This program would run on a Compaq
iPAQ and transfer to the town PC when in the cradle. I
need a user interface then the data transfer. This program
exists on Palm but not on iPAQ. Suggestions?..Places to
learn data collection with a customized screen on the
iPAQ..General Help?
