poetry book maker software or template...

i'm creating a book of my poetry and would love to find a easier template or
even software to were i can write out the way i want me book to look and
print it out. i have microsoft office 2003. i hope someone can help me.

right now i'm using a publisher template which is good but i need something
where i can freeze chapter pages to where they're easier to find and then add
pages. sorta like an adobe program if that makes since.
