Poject Server 2003 - Programming Events

Hi,
I'd like to know if PS 2003 has any way to publish events that another
application can handle in order to make some kind of integration with it? I
mean, PDS expose a PS API, but in this way you have to call PDS. Is there
any way to make PS send notifications or publish events to allow other
application handle them.
