Policy Administrative template for Access 2003

We have Access 2003 installed on our 2003 Terminal Servers. In Access under
File, the Get External Data option is grayed out. Other options are also
grayed out.

Do I need to enable the Get External Data option in a policy. If so, is
there an Access 2003 Template, and where do I get it?
