Poor quality pictures

While designing in Publisher all pictures look great but when previewing and
after publishing the pictures are about 30% blured, even the black frame
around them gets blured......in a normal html text I would type "border=1"
and the border would look sharp, what's wrong ?

Depending on the version (which you failed to specify) and how you
manipulate the image in Publisher, you can experience a down-graded image.
(on the faq- http://www.publishermvps.com/Default.aspx?tabid=30 ) If you
can't determine what action(s) you are doing to cause it then a workaround
is to not insert the image and modify it, but rather insert a html code
fragment and write an image tag for your original image file.

Thaks for your help, the version is Publisher 2003.
So this is clearly something wrong with the program .
