Pop Up Newsletter subscription form?

Hi I would like to create a pop up screen to load from my home page to encourage subscriptions to my newsletter. Can this be done via Publisher 2003?

Dynamic functionality such as that is done with scripting which Publisher
does not support. You can however insert scripting via the html code
fragment feature.
