Pop3 account trouble

I'm running Windows XP pro with Outlook 2000. I have a pop3 account that I
can receive email on with no problem. When I send email it always gets stuck
in the outbox. I have tried creating another profile, re-installing outlook,
and scanpst and nothing seems to help. The email only leaves the outbox when
I close Outlook and then re-open. Please Help thanks!
