POP3 Email Receiving error 80042108

Having issues with Outlook 2003 email client. Error 80042108 when attempting
to retrieve email from POP3 account. I have determined that this error only
occurs after I use the LogOff option in WXP Pro SPk2. At the next Login, any
future attempts to open Outlook and Send/Receive will result in this error.
Of course, rebooting will resolve issue, until the next time I LogOff from
WXP. We are using the Remote Desktop access on this computer and whenever we
login remotely, Outlook will receive without error, but once back at the
ACTUAL desktop... we get the receiving error again.

Did not believe we had this problem with Outlook Express 6.0, but needed to
migrate to Outlook 2003. Email account, Security and Port settings are
identical to the original OE setup. WXP firewall is OFF. Norton Antivirus
2006, Internet Worm Protection does offer a type of Firewall feature, so I
allowed automatic access for Outlook.exe. Even disabling Norton Antivirus
2006 changed nothing. No Router in the setup. DSL is full open on all ports.

Suspect this is related to a service or process that is not completely
stopped at LogOff and is therefore already in use or busy. And that perhaps
that causes the retrieval error. I see other postings that sound similar,
but have already tried their resolutions. They don't have the detail that I
have in triggering the issue though. Perhaps that will make the difference.
