POP3 test email failed

I have POP3 account with local ISP. I can receive and send email just fine,
but when I do the test a message comes up and says the test email
failed --server was found but there was no response from server. I have
verified my settings with ISP (Netnitco). They said they do not know why it
fails. I use a dial up 56k modem to connect to Internet and have PC set to
connect thru phone line.

Any suggestions? I have reformatted and reloaded a number of times and I
have never been able to get this to work. I am running Office Standard 2003
on MCE 2005.
