Popup boxes

I have a reminder form that, if its been set, opens on a timer every 10
mins until the user clicks on OK.
(the form has popup and modal set to true)

This is fine as long as the user keeps using the Access DB

If they then open, for example, a word document the reminder will not pop up
over the word document. This defeats the object of my pop up box.
How can i make the box popup over everything ?
