Popup Message if there is a new record in a Table

Hi,
I have a multiuser database. Every user if they open a
form (my issues) will list all items related to
currentuser.

I would like to have a popup message (You have new record,
would you like to view Yes / No) if there is a new record
added in the table. I am getting this message as i have a
form running hidden to check the number of records.

But if the user clicks either Yes or No then this message
should not appear untill another record is added. I am
getting this message if i open some other forms or do some
other action. I think may be the variable is
reinitializing.... any help in this matter pls
