I have a quuestion about Project server 2007.
On Project server 2007 the user (r1) publish the project (p1) with the
task(t1) Assigned to the user (r2).
If the user r2 update the task t1, the update is send to approval to the
user r1 for approval.
How can I make that the update is send first to the user r3, that is the
boss of r1, does not matter who assign the task or publish the project?

For this scenario, it sounds like you need to leverage both the Timesheets
and the Tasks sections of My Work.

"My Tasks" section will display all project tasks and updates to these tasks
will always go to the "Status Manager" (r1) of the tasks within the project.
This is a single approval layer.

"My Timesheets" can have a light integration with the project tasks and can
have non project time reported there as well (i.e. non project time,
vacation, sick, etc). This can be set up to go to approval to (r3) which
would be the person set as the "Timesheet Approver" of r2.

Understand that the integration between My Tasks and My Timesheets is not
very strong and there are pros and cons of using these two together. There
are many steps necessary for the users to make sure these two items remain
in sync. Also, the approval of one is not tied into the approval of the
other, they are completely independent of each other. For example, the
Timesheet Manager could approve the timesheet but the PM might reject the
project hours or vice versa resulting in an out of sync state.
