Portfolio modeler not showing resources as overallocated but they

Uhhhhhhh

When I run portfolio modeler it does not show a resource as overallocated so
then it does not make any changes. I have updated resources availiability but
the modeler still shows them as not being overallocated. I have a resource
scheduled for 22 hours in one day even though he can only work 4.8 hours a
day but modeler still shows him as not overallocated. Why is this?
