Portfolio Modeler Skills not showing up when I have skills?

Why when I use the portfolio modeler no skills show up in the skills profile
even though my resources do have skills assigned to them. I am using a
multi-value resource outline code for skills. Is there something I need to do
in order for the skills to show up there.
