Portfolio Server and concurrent licensing?

Can Portfolio Server be set up to operate under concurrent user
licensing?

That is, if we purchase 50 CALs for Portfolio Server and have 60 users
at some point later and we don't have more then 50 logged in at once,
we're covered?

Or is it strictly one-to-one named seats?
