Portfolio Server Budget & Forecast Values

When a project transitions to approved, the budget resource values are copied
to forecast resource values and the budget values seem to disappear. Is this
normal behavior or do I have something configured wrong. Without these
budget numbers, you can not compare the actual to budget.

All comments appreciated.
