Portfolio View showing tasks in all project and ressources working on these

I am using Project Server 2003 and Project Professional 2003. I need a
view for the project portfolio of a company which shows each task of
every current project as a bar in a bar diagram. The view should look
exactly like the Gantt Diagram view in Project Professional but it
should display all projects at the same time.
By this view the portfolio manager wants to identify ressources that he
could transfer at short notice to some other task. So he needs an
overview which ressource is working on which tasks. As I think it is a
very useful view I hope there is some easy way to generate it either in
Project Professional or Project Web Access. As I don´t have the
Analyzes Services running at the moment I would prefer some solution
without using the Portfolio Analyzer (if that is possible).

Peter:

The technique you can use to generate this is to insert every project that
you want to display into a Master Project and expand all of them. It's OK to
save the master project to the database, however do not publish this. You
can't get this view to work in Project Web Access.

Your underlying need appears to be understanding assignments, over- and
under-utilization of resources so you can understand where you can move
resources to gain better efficiencies and utilization.

Why don't you just use the Project Centre to view the current portfolio of
projects and measure their health in terms of progress etc, and use the
Resource Center, specifically the Availability button, to measure resources.
The latter will identify what availability each resource has. It will also
allow you to see details if you wish to understand what each resource is
assigned to at a very granular level if required.

If you emply teams or an organization structure, it's even better because
you can Save Link after identifying the reosurces in each team. It only takes
seconds after the initial setup to analyze assignments and utilization for
each person.

If you really want a project centric view then Gary's suggestion is the only
option beyond Analysis Services.

Thanks for the suggestions.
I will try using the Master Project, seems to be the right direction.
In combination with the Ressources View in Web Access I should get
sufficient information on the current status of the ressources.
