Position buttons normal.dot cannot be changed

I am not able to keep the position of my buttons, which I have changed.
They returns to their old position after I leave the toolbar-settings
procedure. I do wantto use my own normal.dot, rather than creating a
new one.

Word 2003 (from Office 2003 on XP/SP2)
