How can I position my layers to view properly on all computers. If I insert a
layer or move a picture Forward and place it just where I want it, on other
computers it moves covering other parts of the site.
These other computers still fall into the display options I chose when
setting up the site. ex. brower compatability, windows etc.
How can I keep the placement consistent using layers?

It is consistent. It's other page content that is moving under the layers,
probably.

Good practice dictates the following -

1. Do not use spaces in your file/pathnames - you have plenty of them.
2. Do not use Word Art or Microsoft Word to create your pages (I believe I
see a bit of both on there).
3. Never put layers directly into table cells -

<td width="100%" height="100%" valign="top" style="line-height: 100%">

<div style="position: absolute;
