Position of "To" address on 8x11 to fit in standard window envelop

What are the dimensions or best placement on 8x11 paper for the "To" address
so that it shows correctly in the window of a standard window envelope? What
is the appropriate range of font size for the address in a standard window
envelope?

Background: I have found all of the standards for where the window is
located on the evelope. BUT, there does not appear to be any standard for
where to place the "To" address on the paper so that it will show correctly
in the envelope's window - it appears to be trial an error. Any help is
appreciated.

Are you aware of any business letter templates that are made to be used with
standard business envelopes that have windows?

BTW - the usps do have standards on the window placement.

It would be very nice to give my designers the placement of the information
on the letter instead of handing them a business envelope and saying "figure
it out".

No, but if you can get the dimensions from the post office, give your
designers that and they can take it from there.
