Possible to have task approvals go to a specific resource who is notan Admin?

We have a project that we would like all date change requests to be
approved by our department manager - however, the manager is not an
Admin and only accesses the project through Project Web Access (PWA).
Is it possible to forward these task changes to a resource who is not
an Admin?

Secondly, if our manager was an admin in the system could these be
sent to him?

The situation is that I (as project manager) want to continue
approving all tasks but date change requests - all date change request
we want approved by a manager.

Any suggestions or alternatives to the process would be welcome!

I should add that we are using Project Server 2007 SR1

Each task in a project has a designated Status Manager, which by default is
the person who saved and published the project initially. The Status
Manager on any task is the person who receives all types of task updates for
that task. So, there is no way that you can separate date change requests
from progress updates and direct them to someone other than the Status
Manager. Sorry. Hope this helps.
