Is it possible to create a template that contains select images (in the
footer and header) that the user can see on the screen but that will not
print?

It is possible, as long as the picture are inserted "in-line" with the text
(no text flow formatting), formatted as "hidden", and the user has the
display of hidden text activated.

Other than that, it would require a macro.
