possible to set Empty Deleted Items when configuring a PRF?

I am trying to configure a prf for deployment and one of the
requirements is to empty the deleted items upon exiting. So far I
have not been able to get it to work from with in the prf file. The
Outlook clients are 2002 and 2003. I need to make these changes for
over 100 users so I would love to be able to do it with the prf if
possible. Below is some relevent sections of my code so far:

(I know that this can be done in the registry and just in case I have
exported the registry setting as a fall back plan, but I would like to
do this in one step instead of two). Thanks for any assistance.
