Post Compilation Packaging

Does anyone know how to create an Excel spreadsheet (that i have created) so
that when I give the file to people on a cd they can install it as if it was
a program.

I have heard the term Post Compilation Packaging in reference to what I'm
trying to do but don't know anything about it.
